In 1986, Jagmohan , then governor of Jammu and Kashmir, initiated the Mata Vaishno Devi Shrine Act, which was later confirmed by the state legislature (India Today, 1989). He created a board that continues to provide administration for the shrine as well as to facilitate pilgrims
